yeah yesterday it said i could download more after downloading 5 at 5pm then today i can only download 10 per week even tho ive only downloaded 5

i cant download any machine roms it tells me i can only download 10 per week although i havent downloaded 10. i downloaded 5 yesterday and it said i can only download 5 per day until 5pm today and i go to download and it says i can only download 10 per week
